If I’m right in how to understand your question, then the answer’s the Chinese. As the inventors of gunpowder, they first made bamboo “firesprayers” (which would cover your ‘shooting fire gun’) in order to combat Mongol invaders. Not much later, they made improvements to their firesprayers, so that they could propel small rocks, in a manner similar to a shotgun – thus, the first ‘gun fire weapon’ as well. These were invented around the first millennium Common Era, if I recall correctly.
