My little Sister wants to highlight her hair. What age should she start?

My little sister is 10 and she has light/medium brown hair. She wants to get it highlighted and i agree but I heard it damages your hair. Is it Low Lights that damage your hair?? Or is it both?

It’s fine, they’re much less harsh now and there are conditioners (hydrating or moisturizing) to help keep hair great. I’ve been dying my hair since I was in the fourth grade and, I’ve never had a split-end . Other friends have never died their hair and it’s terrible, very full of split ends and dry, damaged.
