According to LOTRO.com Book 14 is live on the test server Roheryn and for the first time players (only in Roheryn) can try the new stage 2 Download Manager that will make all the upgrade processes a lot easier.

It took me while to find this one (and a small question at the advice channel).
The Falconer’s Tower is not near Othrikar as you may excpect. The tower is actually east of the Norbury Gates in Fornost. It is best to aproach the area from the eastern side, enter the ruins and turn left to go outside again, follow the road, do a U turn and you will see the tower.
Stratics posted recently the dev chat log where the LOTRO developers talk about some new stuff and changes we will see in the upcoming Book 14.
As usualt the devs are not supposed to give full details but a post in the offical LOTRO forums says july is the B14 release date so more information may be coming soon.

We have changed our custom made script and moved to Wordpress to offer better compatibility options with other publishing systems.
The old custom script has nothing bad… the only issue is that I have no time to maintain it and upgrade it and Wordpress offers almost all the features included in the old version… and for the unsupported ones I can deal with the WP code and create my own code… Viva Open Source!
This change will allow LotroNotes.com to have more stuff also. I’m planning on adding more content types in the future like videos, pictures and some guides.
A not-so-used item for hunters is the tripwire trap. It knocks the mob to and opens a Fellowship Maneuver (not always).
Though it is not 100% reliable it is a good alternative when there are no classes that can effective open a FM during a fellowship.
At the beginning your skills will not be enough to make yourself a survivor in Middle Earth. That changes as soon as you get closer to level 50. So at the beginning try to get the traits that will help you to kill mobs like the staff bonus damage and also the traits for healing yourself / ally.
Learn to use your pet (bear for melee, crow for ranged) and learn the skill types (ranged, tactical, melee) and damage types (after level 20 you an check mobs). Every mob has a weakness for a certain type of damage. Beleriand damage is the most common at higher levels but some mobs have different mitigation types.
Pay attention to the areas and learn how to use it for your own advantage. Breaking Line of Sight (LOS) will help you avoid other players skills and even pass undetected some times
