Do not use the profession lore scrolls and shard for just one try. Wait until you hav serveral components to make more than one item that way your chances of getting a critical chance will increase

One Shot Recipes
Get into dense mob areas such as Sarnur, Goblin Town to look for this recipes. But remember that loot tables were updated after Book 13 so Tailor, Jeweller recipes that were most common before are now diuluted with all the other profession recipes.
Remember recipes drop from humanoid mobs (orcs, goblins, dourhands, angmarim, etc)
These will drop randomly from human / humanoids. Specially high level ones. If you want to increase your chances of getting these I would suggest trying the following places: Sarnur, Annuminas, Goblin Town.
Choose Explorer
After Trying Woodworker, Scholar and Tinker I think one of the best Professions is to be an explorer… basically, if you want to explore while playing this is a great combo since you will collect and prepare stuff for other crafters. You can gather wood and ore to turn into treated wood and ingots… hides too. Both Ingots and Hides sell really well.
Check out this script that generates random numbers at 33% to see how Critical Chance it is supposed to work and compare with your results:
Crafting and Trading
If you can (unless you need the money) save all the scrolls and purple items needed for crafting. At higher levels you will need something crafted and the cost can lower down if you have the recipes. Ask a friend or check the LOTRO Forums about useful items such as Beryl Shards, Ingots, scraps of text and relics.
Amethyst Rings
There are two quests in Bree (town and bree-land) involving a couple that lost their rings. You can craft and sell Amethyst Rings in the AH for people to complete this quest. One NPC is in the road to the Forsaken Inn, the other one in the crafting hall at Bree Town.
Crafting housing items
you can craft more stuff from housing by visiting each vendor in each of the four racial neighborhoods, each vendor offers different recipes for each profession.
If you have the best tools and scrolls you can get a 35% chance on getting a critical version of a crafted item. This is FOR EACH attempt. If you have ten items it is not 3 of ten it is a 35/100 chance for each try. Crafting more than one item will only give you the opportunity to use the scroll more, nothing else.
To get better chances on a “crit” item you must:
- Have the best tools for your profession. Better tools, better percentage of success
- Buy scrolls for your profession or ask a scholar friend to make some for you. Criticals on this give more %
- Check if the critical option for the item allows certain other item to increase the chance
- if you can wait until you have more recipes, components so you can use the same scroll for different tries.
Good place to gather these easily is the northeast part of The Shire, north of Scary. The northern part of Bree and the North Downs can work also.
Choosing a bow
Things to consider to choose the right bow:
Speed: the less the number the faster the weapon.
Damage: Common, Fire, Light, Westernesse, Beleriand and Dwarf-Made are available. There are some mobs that require (specially at higher levels) more than common.
If you achieve critical success on a tier 4 or 5 item you will have the chance to put a name on your craft.
This does not apply to all items but you will see some items with names like bows and jewelry.
Damage Types
There is no official data on this but here are some data collected from different sources (including the Lore Book).
Fire: good against snow animals, Nazguls and undeads.
Light: good agains trolls and undead.
Beleriand: good against orcs, undead
Westernesse: good agains undead
Ancient Dwarf-make: good against drakes
